Town Manager's Report - Town Council Meeting - April 22, 2024

The old Kittery Community Center building located at 2 Cole Street will be demolished starting on April 22, 2024. The demolition is expected to be completed by mid-May.

The Town originally applied for the demolition of the building to be funded by the Land and Water Conservation Fund as part of the Emery Park renovation. That scope was deemed not fundable by the grant. The Town then pursued brownfields funding through SMPDC to assist in covering the costs of the evaluation, remediation, and demolition of the building. The Town was successful in receiving grants to conduct the Phase 1 and Phase 2 EPA brownfields assessment of the building for hazardous materials. However the EPA deemed full demo was not fundable through their program. The Town Council approved a transfer of budget surplus from FY2023 to fund the remediation of the hazardous materials and the demolition of the building.

Construction fencing and erosion control measures will be installed around the site beginning April 22, 2024. Hazardous material abatement will be conducted in accordance with Maine regulations, and then the building will be demolished. The footprint area of the building will be leveled out and restored with loam and seed.

The Emery Field parking lot, field, and courts will remain fully accessible during the project, but access to the site will be restricted from the Manson Ave side. Additionally, playground equipment has been delivered and we anticipate the installation of the new playground will be complete by late June.

Town Manager's Report - Town Council Meeting - March 27, 2023

Construction of Emery Field Phase 2 is currently anticipated to be complete by the end of May 2023, with the exception of the playground equipment.  The portions of the project wrapping up are the basketball court, pickleball courts, walking path, and expanded parking.

The playground equipment is delayed due to insufficient funding. The Town received a total of $725,000 in capital and grant funding for the project. The cost of the playground component exceeded our budget and therefore was postponed until additional funding could be identified.
 
We received a recently updated quote for the playground as designed. The original estimate was approximately $154,000; the estimated cost is now $265,343, due to inflation impacts. The Town Manager is recommending to add a warrant article to the June ballot to fund the playground installation from the unassigned fund balance. The Council will be asked to decide on this at the Monday, March 27, 2023 meeting.

Emery Field Playground Survey

  • As an important next step in the Emery Field Upgrade, the Town sought public input on the type of playground that should be built as part of Phase 2.  This information will helped us evaluate our options, and plan for a playground that can be enjoyed by all.

Emery Field Phase 2 Proposed Design

Background:

Emery Field is located at 2 Cole Street, with 3.1 acres of the 5.8-acre site being utilized for athletic fields. The field is bordered by Woodlawn Avenue to the south east, Cole Street to the north east, residential properties to the northwest and wooded area to the southwest.

The concept design for the Emery Field park improvements was developed as part of a Master Plan for Athletic Fields completed by Weston and Sampson for the Town and a volunteer group of citizens in Kittery called the Athletic Field Improvement Committee. The master plan was funded by donations.

Phase 1:

In 2016, the Town initiated Phase 1 of the Emery Field park project, with construction of a new multipurpose. natural-grass athletic field and a perimeter walking path. The project received a Maine Land & Water Conservation Fund grant, and was constructed over the fall of 2017 and spring/summer of 2018.

Phase 2:

The Town of Kittery was conditionally awarded a $300,000 grant from the Land and Water Conservation Fund for Emery Field Phase 2. Funding will complete the circumnavigating path, pickleball and basketball half courts, along with playground features.
