The Town of Kittery, Maine seeks the services of a qualified consultant team to assist with the implementation of recommendations from the town’s 2019 Joint Land Use Study (JLUS). The study was funded by The Department of Defense Office of Economic Adjustment (OEA) to support long-term sustainability and operability of the Portsmouth Naval Shipyard (PNSY). The 2019 JLUS identified the major housing, transportation and land use issues surrounding the PNSY, and outlined opportunities to improve communication and collaboration in both assessing and preparing for regional impacts of increased employment at PNSY. 

Questions will be accepted until 2:00 p.m. on August 7th, 2020. Unless otherwise specified, questions pertaining to general information regarding the scope of services shall be addressed only in writing. No questions will be answered in-person or via telephone. Questions shall be written and emailed to the following:

Submissions shall be delivered no later than August 24, 2020, 4:00 PM to:

Each submission shall be in a sealed envelope clearly marked with the Consultant’s name and “Kittery JLUS Implementation Proposal” on the outside. Electronic format of proposals will not be accepted.  Each price proposal shall be submitted in a separate sealed envelope within the package, clearly marked with the Consultant’s name and “Kittery JLUS Implementation - Price Proposal” on the outside.
