Recodification of Title 16 Kittery

The Town of Kittery has retained a land use and zoning consultant, North Star Planning, to lead a process resulting in the preparation of a new Land Use and Development Code.

The Town of Kittery has amended its land use code (Title 16) frequently over the years to keep pace with development and changing Town objectives. In light of new development pressures and the unintended consequences of years of separate amendments, the Town desires to rewrite the land use code to be more consistent in interpretation and application, equitable and defensible, unified with the Town’s Updated Comprehensive Plan, and compatible with required state and federal laws.

The following documents were created by North Star Planning and reviewed by the Kittery Land Issues Committee

Comprehensive Plan Analysis - A focused review on the Comprehensive Plan’s implications for changes in the land use code.

Existing Land Use Code Audit - A technical review of Title 16’s structure and organization, to locate important content areas and then to identify topics not addressed or immediately found in the code

Draft Land Use Code Framework - A table of contents to provide an outline of where ordinance elements should be placed in relation to each other to increase clarity and the ability of staff, volunteers, applicants and the public to use and understand the document.

Public Participation Plan - An outline for how a group chooses to engage and inform stakeholders and is an important early milestone in any public planning process
