The intent and purpose of this Request for Proposals (RFP) is to establish a contract agreement (labor and materials inclusive) for the comprehensive design and engineering services for the renovation and expansion of the Rice Public Library building, located at 8 Wentworth Street in Kittery, Maine.  The resulting library building should support the delivery of library services for the next 30 years and meet the program needs established by the Library and the town.

Each Technical Proposal shall be submitted in a sealed envelope clearly marked with the Designer’s name and “Design Services, Rice Public Library” on the outside. Each Price Proposal shall be submitted in a separate sealed envelope within the proposal package, clearly marked with the Designer’s name and “Design Services, Rice Public Library PRICE PROPOSAL” on the outside.

Each proposal shall be delivered no later than 3:00 PM on November 8, 2018, to the place specified below:

There will be a mandatory pre-proposal meeting at the existing Rice Public Library, 8 Wentworth Street in Kittery, Maine on Tuesday, October 23 at 2:00 PM. Proposals will not be accepted from firms who do not attend the mandatory pre-proposal meeting. All firms interested must register in advance with Suzanne Esposito at the Town of Kittery, (207) 475-1309 or sesposito@kitteryme.org. It is requested that each firm, or in the case of teams, the lead firm, limit team attendance to (3) three people, due to space constraints.

Unless otherwise specified, questions pertaining to general information regarding the project and/or interpretation of the RFP during the proposal period shall be addressed only in writing. No questions will be answered in-person or via telephone. Questions will be responded to through an Addendum. Questions shall be written and emailed to the following:
